PASMA scaffold tower wins when…
A single, fixed point of work over several days or weeks — once built to PASMA standard, a tower is a cheap, stable platform that doesn't need a trained MEWP operator standing by continuously.
How to decide
- Mobility need: if you're moving between many access points in a shift, a MEWP is far faster than repeatedly dismantling and rebuilding a tower.
- Fixed, long-duration point of work: a tower erected once and used for days can be cheaper than a MEWP hire.
- Ground and space constraints: towers need a stable, level footprint and someone competent to build/inspect them; MEWPs need trained drive/operate competence but move themselves.
- Team size: MEWPs typically need one trained operator; towers need a PASMA-trained erector plus ongoing inspection discipline.

Cost & time
MEWP hire typically costs more per day than tower hire/purchase, but a MEWP operator can complete multiple tasks across a shift far faster than repeatedly rebuilding a tower. For fixed, long-duration work the economics usually favour a tower; for scattered, short-duration tasks they favour a MEWP.
Compliance
Both fall under the Work at Height Regulations 2005. Towers additionally require PASMA-trained erection and a documented inspection regime (typically every 7 days and after any incident that could affect stability). MEWPs require a rescue plan and pre-use checks under PUWER 1998.
