IPAF Explained: PAL Cards, MEWP Categories and Renewal
IPAF is the leading international federation for the powered access (MEWP) industry, and its PAL Card (Powered Access Licence) is one of the most widely recognised MEWP operator qualifications globally, alongside equivalent NPORS MEWP categories.
Who demands it
Widely demanded across construction, facilities management, warehousing and industrial sites throughout NE Scotland wherever MEWPs are used — many principal contractors specifically check for a valid PAL Card (or equivalent NPORS MEWP category) at site induction.
How it's assessed
A theory test plus a hands-on practical assessment on each specific MEWP category, conducted by an IPAF-approved training centre or instructor, following the IPAF syllabus for that category.

Cards / certificates & validity

Renewal
PAL Cards are valid for 5 years and renew via a refresher course and reassessment. Category codes are added individually, so operators build up a card covering each MEWP type they're trained on.
When IPAF is right
If your work involves operating scissor or boom lifts and your client or site induction specifically checks for IPAF, or you want the specific international recognition IPAF carries, this is the right route.
When it's not the right fit
Where your client accepts an equivalent NPORS MEWP category instead, and you'd rather train and certify on the same broader scheme you use for other plant, NPORS may be more administratively convenient without any loss of real competence.

Is a PAL Card the same as an NPORS MEWP card?
They're separate schemes covering the same underlying machine categories — both are widely recognised, and which one you need often depends on your specific client's site induction requirements.
How long is a PAL Card valid?
5 years, with category-specific training added as needed.
What's the difference between PAL and PAL+?
PAL+ adds a recorded programme of on-site supervised familiarisation and assessment on top of the standard PAL Card training.
