Telehandler Training Requirements: What You Actually Need

The telehandler is the most versatile machine on most sites and, for exactly that reason, the one where training gaps are most common. A single machine might place a pallet at height in the morning, run a bucket in the afternoon and lift a suspended load on a hook in the evening. Each of those is a different task with a different risk profile, and only the first is covered by a basic telescopic handler ticket.

This guide sets out who needs training, how the category system works across CPCS and NPORS, what the law expects, and where the common evidence gaps appear when an auditor or an insurer looks closely at a site in Aberdeen or Aberdeenshire.

Who needs telehandler training

Anyone who operates a telescopic handler as part of their work needs training, and that includes people who use one occasionally. Farm staff moving bales, warehouse staff unloading a curtainsider, groundworkers placing kerbs, distillery staff moving casks and site labourers who jump on when the regular operator is off all fall inside the requirement.

The occasional user is statistically the higher risk. Regular operators build a feel for the load chart and the machine's stability envelope; someone who uses it once a fortnight does not, and that is where overturns and dropped loads cluster. If a person will ever take the controls, they need the training — occasional use is not a defence.

Categories and accreditation schemes

Two schemes dominate. CPCS uses category A17 for industrial and construction telescopic handlers, with separate endorsements for suspended loads and for 360-degree rotating machines under A77. NPORS uses N010 for telescopic handlers, with variations for the rotating type and for specific attachments.

Which scheme you need is driven by the sites you work on rather than by any difference in machine skill. Tier-one construction principal contractors in Aberdeen frequently specify CPCS in their pre-qualification documents. Distilleries, farms, quarries, ports, wind-farm sites and industrial yards across the North East more commonly accept NPORS, and often prefer it because it can be delivered on-site on the customer's own machine.

The practical advice is unchanged for a decade: read the pre-qualification document before booking, because retraining an operator onto the other scheme afterwards is pure wasted cost.

Attachments change the requirement

A telehandler's rated capacity is stated for a specific carriage and attachment. Fit a longer-reach fork carriage, a bucket, a jib, a man platform or a hook and the load chart changes, sometimes dramatically. Operators must be trained on the charts for the attachments they actually use, and the de-rating must be understood, not guessed.

Two attachments deserve particular attention. A man platform converts the telehandler into a machine for lifting people, which brings much stricter requirements under LOLER including six-monthly thorough examination. A hook or jib means suspended loads, which requires a planned lift with an appointed person, a lift plan, and in most cases a trained slinger signaller.

The regulatory picture: PUWER and LOLER

PUWER 1998 gives the general duties: suitable equipment, maintained, inspected, and used only by adequately trained people. Every telehandler use sits under PUWER.

LOLER 1998 layers on top whenever the machine is used for lifting. Forks placing a pallet are generally treated under PUWER with LOLER thorough examination applying to lifting accessories, but the moment a load is suspended from a hook, chain or sling, LOLER Regulation 8 requires the operation to be properly planned by a competent person, appropriately supervised and carried out safely. Thorough examination intervals follow: twelve months for lifting equipment generally, six months where people are lifted or for lifting accessories.

Course length and what a good course covers

A novice course typically runs three to five days depending on scheme and category. An experienced operator without a valid certificate normally needs two to three days plus assessment, and a refresher is a single day per category.

Content should cover the load chart in detail, stability and the effect of boom extension, the use of stabilisers where fitted, pre-use inspection, travelling with a load, working on gradients and soft ground, attachment changeover, and the specific risks of the attachments you use. Assessment should happen on ground representative of your site, not a flat concrete pad, because soft ground and slopes are what actually cause overturns in Aberdeenshire.

Frequently asked questions

Is a forklift certificate enough to operate a telehandler?

No. A counterbalance forklift certificate does not cover telescopic handlers. The stability behaviour, load chart and boom operation are fundamentally different and need a separate category.

Do farm workers need telehandler training?

Yes. Agriculture is fully covered by PUWER and LOLER, and telehandler overturns are a recurring cause of serious agricultural injury. Training is required regardless of the setting.

Can I use a telehandler to lift people?

Only with a properly designed and certificated man platform, with the machine and platform compatible and thoroughly examined every six months, plus specific operator training. Never on forks or a pallet.

What is the difference between CPCS A17 and A77?

A17 covers standard telescopic handlers; A77 covers 360-degree rotating machines, which behave differently and add slew and outrigger considerations.

How often should telehandler training be refreshed?
