How to decide
- Scissor lifts move straight up with a large, stable platform — ideal when you need a wide working area directly above the base.
- Boom lifts extend out and up (and often articulate around obstacles) — ideal when you need to reach over or around something.
- Ground conditions matter: rough-terrain scissors and booms exist, but standard scissors are usually indoor/flat-ground machines.
- IPAF and NPORS both categorise MEWPs by type (static/mobile, push-around, boom, scissor) — the ticket is category-specific.

Scissor lift wins when…
Warehouse racking maintenance, ceiling and services work, flat-floor indoor access, or any job needing a stable platform with room for two people and materials.
Boom lift (cherry picker) wins when…
Façade work, working around obstacles like pipework or trees, external access on uneven ground, or anywhere you need to reach up and over rather than straight up.
Cost & time
Both categories are typically 1-day novice courses. Multiple categories (e.g. static scissor + mobile boom) can often be combined into a 1.5–2 day session, which is more time-efficient than booking separately if your site uses both machine types.
Compliance
MEWPs fall under the Work at Height Regulations 2005, PUWER 1998 and LOLER 1998 (for the lifting function). A written rescue plan is expected for any MEWP work — this is one of the most commonly missed items on site audits, regardless of which machine type is used.
